CAPS lock is used to toggle between vowels(swaras) and matras(swara
chihnegalu)

You can map the keys only to chars defined in the unicode and not to
glyphs in the Private User Area of unicode
and xkb doesn't allow you to define combinations.

Hmmmm..Half-letter glyph?..Can you just send the text/keystroke you are
trying?
