Yes and no. Ideally the manufacturer is the right person to do this. But manfacturers do not do anything,
till they actually see language as a major barrier to their product uptake. Even the Indian employees
of these manufacturers (I have interacted with a few) do not push for local languages, maybe because they 
themselves are comfortable with English and anyway, it is somebody else's problem.

If we can come up with something with Java for example, it removes the manufacturer's dependency. There 
are Input methods for full fledged Kannada keyboards standardised in Java, but I have yet to come across
something for a numeric keypad.

My Kannada itself being pretty weak, I can work with somebody else in at least building a Java 
prototype for this....
