The BangaloreOne project's tender documents reveal the minds of the
of the tender documents, be it the prequalification section or the
technical evaluation parameter section, the message was clear that all
the bidders except one were not welcome. Today, India is faced with a
reality that her largest IT companies with mighty technical prowess
such as TCS and WIPRO were rated below a non entity IT company,
ironically on technology score. It can happen in any corrupt third
world country and it had indeed happened in India.

It is a reality today that TCS and WIPRO were rated low on technology
front by the rigged tender evaluation system of BangaloreOne. A non
entity IT company had been shown as the best in technology model. And
BangaloreOne would be remembered for having under-rated Karnataka\'s
own IT strength vis a vis the rest of the world. Karnataka has to live
with this shame for a long time to come......

With the Government providing the much valuable B1-kiosk sites in
prime localities of Bangalore city, the vendor is left with a plum
situation where he has everything on a platter. I imagine a situation

The technical bid of the tender had been doctored upto the last
syllable to favour only one bidder who had ultimately succeeded in the
bid.

If only the tender document had failed to specify the Microsoft .NET
environment as mandatory in the technical bid, the entire tender might
have been left open to all the bidders at least on this score.
Microsoft.NET environment had been imposed upon in the tender document
because the successful bidder already had the e-seva software in
Microsoft .NET platform. Throughout the world Java/J2EE is the most
popular web platform. Microsoft .NET is a new arrival. Apparently,
some one had chosen to doctor the tender document. This is an area to
be looked at by the Vigilance Police.

5.1 Adoption of .NET platform: (Page 18 of Volume I of the tender
document)

In terms of its MOU with Microsoft, GoK intends to adopt the .NET
platform for the B1 Project. The Microsoft would provide the required
software at a concessional  .....
